What changed

BC's Short Term Rental Accommodation Act requires an STR to be in the operator's principal residence in most municipalities over 10,000 people. Kelowna, on the strength of its rental vacancy rate, was permitted to opt out. Effective June 1, 2026, the principal residence requirement no longer applies to buildings rezoned into the City's short term rental sub zone. It still applies everywhere else in Kelowna.

What you need to operate

A City of Kelowna short term rental business licence, renewed annually
Provincial registration
A signed strata consent form. The City will not issue a licence without it, and the strata can refuse regardless of the zoning
An owner consent form, a good neighbour agreement, and a fire and life safety attestation

Applications take two to four weeks after a complete package.

The single most common mistake Buyers treat the City's list as permission to operate. It is permission to apply. The strata bylaws decide whether you actually can, and a strata that allows it today can restrict it by a three quarters vote later. Read the bylaws and the minutes before you remove subjects.
